The Ministry for Primary Industries says an international student will not be prosecuted for a biosecurity breach because he is too young.
When the 16-year-old student arrived at Christchurch airport from China on Friday, a quarantine official found dried kumara and pork-filled buns hidden inside two large bags of tea.
A cockroach that escaped from one of the bags was quickly captured.
The ministry's spokesperson said he was unimpressed by the contempt the student showed for New Zealand's biosecurity laws.
Michael Walker said the teenager knew he was breaking the rules but no legal action could be taken because he under 17 years old.
