Rugby World Cup Minister Murray McCully says the Eden Park upgrade will be completed on schedule and in time for the 2011 event.
The final two resource consents were issued for the $240 million project in April.
Mr McCully says no appeals against the consents have been lodged and work the final stages can go ahead.
The consents cover the construction of a new western concourse, which will link the different stands, and the building of temporary facilities, he says.
A spokesperson for the Eden Park Redevelopment Board says the upgrade remains on track for completion in October next year.
