Dunedin City Council is to make change how candidates names are listed on ballot papers.
In an effort to buck any voting bias, the names of candidates will be listed randomly, instead of in alphabetical order.
According to the ''name order effect'', some voters appear to be biased towards candidates who appear at the top of a ballot.
Dunedin mayor Dave Cull acknowledges that his surname could offer a possible advantage under the alphabetical system and says the random system is the fairest for all candidates.
Local Government New Zealand says this type of ballot system is being increasingly used.
