The Independent Police Conduct Authority has found that police officers did not cause the deaths of two men killed last year in separate high-speed pursuits.
David Fowler, 52, and Dion Martin, 18, both died of head injuries sustained when they crashed at high speed.
Mr Fowler, a disqualified driver riding a motorbike without a warrant, crashed into a parked car in River Rd, Christchurch.
Mr Martin lost control of his car on State Highway 14 near Dargaville. His blood-alcohol level was seven times over the legal limit for a driver his age.
The authority concluded that there was no evidence of misconduct on the part of the officers during either pursuit and that their actions did not cause the deaths of the two men.
