The lead organisation for the horse racing sector says it's time for the three racing codes to unite to offer a more streamlined and convenient service to international punters.
Thoroughbred Racing has been behind the proposed One Racing programme, which would see horse, greyhound and trotting racing absorbed into one organisation.
Thoroughbred Racing chairman Guy Sergeant, has been talking to horse racing clubs about the idea.
He says it would save almost $12 million a year and meet the demands of an international market.
Mr Sergeant says the future for the industry lies in international betting.
He hopes the greyhound and trotting sectors will fall into line, although he says there have not been encouraging signs so far.
