The blog website Whale Oil has published the 13-page document that proposes the entrepreneur's Internet Party contests two electorates at this year's general election.

The strategy written by blogger Martyn Bradbury advises the Internet Party to contest the proposed new Upper Harbour electorate in Auckland and what the document calls "an internet electorate" - a phrase the strategy does not explain.

It said the party should focus on the Upper Harbour seat for electorate votes and run a very large social media campaign for party votes to obtain three MPs in Parliament.

The leak also suggested the co-editor of online news site Scoop and press gallery member, Alastair Thompson, is to be the party's secretary and has registered an internet domain for the party.

Mr Thompson resigned from his positions at Scoop and the press gallery late on Wednesday afternoon.

Kim Dotcom has not commented on the leak.
