The Government says an increase in the number of judges in the court system will tackle delays in both criminal and civil cases.
The Judicature Amendment Bill was passed in Parliament on Thursday.
Attorney-General Chris Finlayson says the measure increases the number of associate Judges of the High Court from six to nine and raises the number in the Court of Appeal from nine to ten.
It empowers the Judicial Conduct Commissioner, Ian Hayes, to nominate a deputy if he is unavailable, or if a conflict of interest arises.
