Wellington City's chief executive has given councillors a quiet serve for leaking confidential documents.
In a pre-election report on the city released today, Kevin Lavery highlighted the need for confidentiality to be maintained.
The pre-election report outlines how the city is performing, the state of its finances and the challenges and opportunities in the next three years.
But, buried within its pages, were three paragraphs that pointed to Mr Lavery's continued frustration with councillor behaviour and bullying of staff.
He said the council was entering a period of increased participation in commercially sensitive transactions, and if councillors were not discreet, the city could not be party to any commercial transactions.
"Without discretion, the council will not be able to be party to commercial transactions of any scale, which would severely limit its ability to shape the city's future," Mr Lavery's report said.
