More than 20 gang members are appearing in the Gisborne District Court on Monday following a confrontation in Wairoa which resulted in two people being shot.
Police say there was an internal dispute at a gang headquarters last Tuesday.
A man, 39, suffered gunshot wounds to his face and a 42-year-old sustained injuries to an arm, leg and his head. Both were admitted to Hawke's Bay Hospital.
Police arrested 23 people who have been charged with unlawful assembly and wounding with intent to cause grievous bodily harm.
Most of those who appeared in court have agreed to be remanded in custody, pending a bail application to be heard on Wednesday.
