Killer of schoolgirl denied parole again

The killer of a schoolgirl has again been denied parole.

Paul Bailey was sentenced to life imprisonment for the rape and murder of Kylie Smith, 15, of Owaka, in 1991.

He was also turned down for parole at earlier hearings in 2003 and 2007.

Kylie's parents spoke strongly against his release.

In a statement, the Parole Board says there is no question that he cannot be safely released into the community and he poses an undue risk of reoffending.

It says Bailey has refused to be interviewed for a psychological report or to undertake the Kia Marama child sex offender treatment programme.
