Intelligence agency head 'disappointed' at leak

The head of the Government's intelligence agency says he is profoundly disappointed that early details of a restructure of the Tangimoana base have been leaked.

The Manawatu base - sister station of the Waihopai satellite base near Blenheim - specialises in foreign intelligence by intercepting radio communications.

The director of the Government Communications Security Bureau, Sir Bruce Ferguson, says he spoke about the restructuring with staff at the base on Thursday, on the basis that the information went no further.

"It has gone further," he says, "which is a great disappointment, particularly in an organisation such as we run."

There will be no formal investigation to find the source of the leak, but Sir Bruce says he will be expressing his extreme displeasure to staff that someone in the agency cannot be trusted.

Some of the 35 staff at the base may be transferred to Wellington in a restructuring that Sir Bruce says is necessary to cut costs and make better use of technology.

The organisation has to adapt or be left out in the cold, he says: "You can't keep operating on yesterday's norms when the future holds a totally different way of operating."

The Public Service Association, which represents some staff, says it knew about the changes but certainly didn't share details of the meeting with anyone.

The restructuring is part of an efficiency drive, in line with similar moves in other government agencies. The bureau has about 330 staff altogether.
