The leader of a rates lobby group says it defies belief that Far North Mayor Wayne Brown wrote submissions for other people to his own council.
Mr Brown wrote several submissions for colleagues and his wife, on the council's future plan after noting organised opposition to a proposal for capital value rating.
He says he did so with the consent of those involved, who were unable to write submissions themselves for various reasons.
But Derek Ellis, of Kerikeri, who helped organise a campaign against rating change, says business people should be capable of writing their own submissions. He says the mayor's actions are bizarre.
Mr Ellis says a mayor who is going to be hearing submissions, should not be making them - especially on an issue like capital value rating which he favours.
