Christchurch City Council has signed off on funding for new aquatic and multi-sports facilities as part of a 10 year budget plan.
But the plan also includes an average rates rise of 3.9% in the coming year.
The plan was adopted on Tuesday after a process involving more than 1300 submissions and public hearings.
These led to some changes to the draft plan, including funding of $25.5 million for a new aquatic facility.
Mayor Bob Parker says he is happy there is a focus on infrastructure.
