Transport Minister Steven Joyce has asked officials to develop a strategic roading plan for the Kapiti Coast, north of Wellington.
Up for consideration is an expressway which would run broadly alongside State Highway 1, but would pass through the towns of Paraparaumu and Waikanae.
A second option would move the highway out of Waikanae onto the proposed Western Link Road between Otaihanga and Waikanae Beach.
Mr Joyce says the views of local residents will be sought and he wants the community to make a conscious decision about its long-term preference.
