The mysterious appearance of playground equipment in public places in Dunedin is not an act of protest, as first thought, but the work of a guerrilla artist.
The city council was baffled when a blue seesaw was found cemented into a public carpark on Monday, and thought it might be a protest against parking changes.
But it's been revealed that a month ago, a slide was dug into place on the Thomas Burns Street roundabout, and a park bench cemented into the Bond Street footpath.
A local art gallery owner told Radio New Zealand a local artist is responsible.
She says the artist does not want to be identified, and prefers the art to speak for itself.
