Police advise the public to put off unnecessary travel in the Wellington region on Thursday.
State Highway One and main roads in the area are expected to be congested from about midday until late evening.
Congestion on State Highway One between Wellington - Otaki is expected to be "extremely bad" until about 10pm.
Meanwhile, the holiday road toll period begins at 4pm.
