Auckland's Regional Public Health Service is appealing for a ban on smoking at outdoor areas such as beaches, playgrounds, bus stops and outside buildings.
The agency's recommendations are detailed in a submission to the Maori Affairs Select Committee's inquiry into tobacco and its affects on Maori.
The Western Bay of Plenty has already declared a ban on outdoor smoking, including beaches.
The clinical leader of the health service's alcohol and tobacco team, Dr Andrew Lindsay, says 5000 deaths a year can be attributed to smoking.
