Police in Tauranga believe a home-made explosive has damaged a toilet cubicle attached to a shop in the city centre.
A cordon is in place at the back of the building in Devonport Road.
The Fire Service is investigating.
Police said on Tuesday afternoon that it appeared a basic incendiary device was set off and no one was injured.
