Regulatory body the Real Estate Agents Authority wants the levy to rise from $495 to 760 a year.
The institute says the economic climate has placed a huge strain on the industry and many agents have been forced to leave.
But the authority says since it started work a year ago, it has received about 14 complaints about licensee conduct per week.
It says the planned levy increase reflects a high number of complaints.
