The families of two Swedish tourists killed in the Coromandel say they are shocked and upset David Tamihere is being freed after serving 21 years of a life sentence for the murders.
Tamihere was convicted of the 1989 murders of Heidi Paakkonen and Urban Hoglin. Ms Paakkonen's body has never been found.
Tamihere denies the killings and any knowledge of where her body is.
Ms Paakkonen's sister-in-law, Cea Paakkonen, says the families are still grieving and desperately need to find the remains to bring them home to Sweden.
A retired detective who worked on the case, Del Read, says David Tamihere has done his time but it is a shame he will not reveal where the body is for the families' sake.
The Parole Board has said Tamihere will be released on 15 November, and will be subject to special conditions including electronic monitoring and drug and alcohol counselling.
Corrections Minister Judith Collins says she can not guarantee that Tamihere will not reoffend, but the Corrections Department will do its best to try and keep the public safe.
