An unexpected number of appeals have been made against the Manawatu-Whanganui Regional Council's One Plan.
Appeals to the Environment Court closed on Thursday.
Two organisations, Federated Farmers and Fish & Game, had previously signalled their intention to appeal.
But 16 appeals have been lodged including from the Defence Force, Historic Places Trust, Pork Industry Board, Department of Conservation and three power companies.
The council says it will meet with all appellants to explore where consensus can be reached before any Environment Court hearings.
