The police in Hawke's Bay say the driver of a car that crashed, killing one of the passengers, was only 13 years old.
The fatal crash on Monday morning in Raupunga, west of Wairoa, killed a 17-year-old woman. Her death took the holiday road toll to three.
The driver of the vehicle has been referred to the youth aid section of the police but it's not yet known whether charges will be laid.
