A master plan for Auckland is expected to re-ignite debate between those who want the city to expand outwards rather than upwards.
Radio New Zealand's Auckland correspondent says the plan is wide ranging in its view of how the region should accommodate an extra 1 million residents over the next 30 years.
Auckland Council proposes retaining an urban limit, allowing some expansion, but focussing on higher density housing, initially in eight growth centres.
