Nurses and other health workers have been offered a 2.5% pay rise by the country's 20 district health boards.
The increase is included in 50 collective agreements drawn up between the DHBs and 10 unions.
The bargaining covers 55,000 union members affiliated with the Council of Trade Unions, who make up about 80% of the health workforce.
They are being offered a two-year deal that includes a 2% lump sum payout at the start and a 2.5% pay rise after 12 months.
A representative for the unions says nurses, cleaners and cooks are among those covered by the deals, which do not include doctors or radiographers.
The proposed agreements will be presented to union members for ratification, a process expected to take several weeks.
