Christchurch City Council is to consider introducing a bylaw to control the location of brothels in the city.
A report from council staff says central-city brothels destroyed in the February earthquake may end up relocating to the suburbs.
Without a bylaw, it says, the council may be limited in having a say about where brothels set up - because resource consent is not always needed.
Prostitutes Collective regional coordinator Anna Reed says the bylaw would be an overreaction, as most suburban brothels are extremely discreet.
Ms Reed says a previous attempt by the council to control brothel location failed after a legal challenge from a brothel owner.
