Christchurch City Council is concerned at the scale of development being planned to ease pressure at a busy intersection linking the city to the airport.
NZ Transport Agency has put forward options to upgrade the intersection at Memorial Avenue and Russley Road, which is considered a major gateway between Christchurch and the rest of the South Island.
Mayor Bob Parker says he is worried a proposed by-pass over the roundabout will cut off the city from the airport.
Mr Parker says the council would prefer the western by-pass road to go around the back of the airport and make a lot more strategic sense in the long term.
He says the council is talking with the Transport Agency about its concerns.
The public will have a chance to see the plans, and give feedback, from 12 December.
