The man, who has been identified as 33-year old Mihai Muncus-Nagy of Romania, has been missing since Monday.

It is believed he was swept into the sea while taking temperature readings of the ocean from a rock platform.

An extensive land and sea search carried out over the past two days has failed to find him.

DoC's area manager for the Kermadec Islands, Tim Brandenburg, says everything possible has been done and now is the time to move on.

He says an article of clothing was found during Wednesday's search that confirmed the theory that Mr Muncus-Nagy had been swept in to the sea.

Mr Muncus-Navy was one of four DoC volunteers working on Raoul Island, about 1,000km northeast of New Zealand, and had been on the island for two months of a six-month stint.

Mr Brandenburg says the Department of Labour has been informed and the matter will be investigated in due course.

He says DoC will also review its volunteer programme on Raoul Island.
