A Ministry of Agriculture and Forestry briefing paper shows primary industries and food safety ministers are in for a busy time over the next three years.

Government departments have issued their briefings for incoming ministers.

MAF has identified key issues for the Primary Industries Minister, David Carter and Food Safety Minister, Kate Wilkinson.

They include passing the Food Bill and implementing new food regulations; considering legislation to allow Fonterra dairy farmers to trade shares among themselves and legislative reforms for the aquaculture industry.

Also on the list is implementing the National Animal Identification and Tracing scheme; considering agriculture's place in the Emissions Trading Scheme and developing biosecurity agreements between government and industry for dealing with pests and diseases.

The MAF briefing paper says restructuring following its merger with the Ministry of Fisheries will achieve savings of more than $20 million a year.
