4:54 pm on 24 February 2012

The man convicted of murdering Timaru woman Lisa Blakie has been declined parole.

Timothy Taylor killed the 20-year-old in February 2000, an offence the Parole Board described as brutal and savage.

He was sentenced to life imprisonment in 2002, and appeared before the Parole Board for the first time on Thursday.

The board says Ms Blakie's family is still devastated and outraged that Taylor has not shown any remorse.

It says a psychologist has assessed Taylor as being at high risk of further serious violent offending and at moderate risk of further sexual offending.

The board noted Taylor has been recommended to undergo intensive psychological treatment and is segregated within prison.

It says Taylor continues to assert his innocence and plans to mount an another appeal against his conviction.
