A Papua New Guinea judge, Justice David Canning, is to inspect the Manus Island detention centre next month as part of a five-week inquiry into human rights violations arising from the deadly violence there nearly two weeks ago.
One asylum seeker was killed and dozens injured in what officials characterise as a riot but which is being disputed by refugee support groups.
The inquiry is separate to the Australian and PNG investigations already underway.
Justice Canning has urged asylum seekers to come forward with testimony of what happened during the deadly violence.
Australia's SBS reports the inquiry will explore what human rights the asylum seekers have, if any, whether they are being granted and if not what should be done.
Justice Canning says he hopes to make a judgment by the end of March.
The terms of reference show the review will look at security breaches, security management, the appropriateness of the service providers' response and their ability to manage protest activity.
