A commission of Inquiry into Samoa's Tafaigata Prison has highlighted a lack of policies and regulations, and the way police handled a mentally ill patient in custody.
The inquiry has been investigating allegations of misuse of power and corruption involving the suspended police commissioner, Lilomaiava Fou Taioalo.
Other issues raised in the inquiry include the recruitment of some police and prison officers and the handling of money from several prison projects.
It also raised the treatment of a Nigerian man who was paid more than 50,000 US dollars in compensation after legal action against the police.
The inquiry has been adjourned until next Wednesday after Lilomaiava's lawyer asked for time to consider the case.
The assistant police commissioner, Sala Seaga Uili Lafaele, resigned this week and was removed from the inquiry.
