The European Union says it received no invitation from the Fiji regime to send a separate observer mission for next month's election.
A EU spokesperson in Suva, Debbie Singh, says the EU would also be unable to join a multinational group led by a third party.
The EU provided most observers at the last Fiji election in 2006 but the regime that took over after the coup found its work wanting.

Fiji has now announced a 14-member Multi-National Observers Group which will be co-led by Australia, Indonesia, Papua New Guinea and India.
Ms Singh says the EU will however continue to fund technical assistance to Fiji's Elections Office and is also supporting preparations for the functioning of the new parliament.
She says the EU will be helping with the capacity building of the new Parliament secretariat through a project in partnership with the United Nations Development Programme.
