Relief funds for flooding victims in American Samoa are still tied up until an agreement is signed between the territory and the United States Federal Emergency Management Agency.
The floods early last month claimed one life and caused damage in excess of $5 million, prompting the US President, Barack Obama to declare it a major disaster.
But no timeframe has yet been published for the signing.
The FEMA regional spokesman, John Hamill, says FEMA will assume the cost for a minimum of 75 percent of the approved projects.
He says a small team of FEMA personnel will travel to American Samoa soon to provide assistance.
