The Labour Party says the Government's focus on rearranging the state sector and merging industry training organisations (ITOs) will not improve economic development.
Tertiary Education Minister Steven Joyce says a review of ITOs currently under way will reduce their number from 33 to fewer than 10.
As well, Prime Minister John Key will on Thursday outline further plans for public-sector savings, including another merger.
Labour's tertiary education spokesperson Grant Robertson says suggesting there will be six ITOs instead of the current 33 shows the Government does not have a plan.
He says reshuffling the deckchairs will not grow the economy.
