Opposition parties say the Budget on Thursday will not contain anything that will get the economy moving faster.
The Government says the zero-growth Budget is the best way to deal with the country's economic difficulties.
While opposition parties agree there is no room for new spending, they do not think National has got it right.
Labour continues to advocate for a capital gains tax, the re-introduction of research and development tax credits and extending KiwiSaver.
The Green Party says the Government could also consider charging a resource rental on water and cutting subsidies to greenhouse gas emitters.
