The Labour Party is arguing for more transparency but fewer restrictions on third party campaigning during election campaigns.
In its electoral finance law before the last election Labour had restricted campaigning by third parties, allowing them spend no more than $120,000, leading to accusations that Labour was stifling free speech.
Now, Labour says third parties running campaigns on issues should spend as much as they like.
In its submission on electoral finance reform, Labour says organisations other than political parties should be able to campaign but should have to disclose the sources of their money if they spend more than $100,000.
It says third parties have to be open about who funds them, in an effort to ensure wealthy interests cannot buy elections.
Labour is also arguing the threshold for anonymous donations to political parties should be $1,000.
