The Cabinet has agreed to a new strategy to tackle crime by ensuring Government departments work together to address the factors that contribute to it.
A ministerial meeting in April found that the causes of crime are social and inter-generational, and require early intervention.
Justice Minister Simon Power says four main policy areas will be targeted.
No new money is being committed to crime prevention measures, but Mr Power says government agencies will work together to tackle the drivers of crime.
They include more support for new parents, addressing behavioural problems in young children, reduction of harm caused by alcohol and early intervention with low-level offenders.
Mr Power says addressing the causes of crime for Maori will be a priority in all aspects of the work.
