The head of Whakatu Incorporation says subsidies for home insulation are unlikely to help Maori.
The Maori Party made insulation subsidies a condition of its support for the Government's changes to the emissions trading scheme.
But chair Paul Morgan of Nelson says the money on offer is not enough to help low income Maori make their homes warm and dry.
He told Waatea News his "gut feeling" their uptake would not be the same as the rest of the community. He said the programme seems to be defeating its purpose in many ways.
Mr Morgan said some of the subsidy pool should have been earmarked specifically for Maori.
