Maori Party MP Hone Harawira says the party will wait to hear what Maori say about what the bottom line should be on title of the foreshore and seabed.
The Government is to repeal the Foreshore and Seabed Act this year if agreement can be reached on what replaces it.
Mr Harawira told Nine to Noon the Act should be replaced by a law that gives title of the foreshore and seabed to Maori, but makes it impossible to sell and guarantees public access.
He said that if economic development is wanted on the foreshore and seabed, anyone wanting to do that - including the Crown - would have to negotiate with the owners.
