Maori Party co-leader Tariana Turia says extra funding would be required if the Whanau Ora policy is to be extended beyond Maori.
Whanau Ora aims to target families in need through direct contact with providers at a community level.
The policy was developed with Maori in mind, but now the National Party insists it will be available to any New Zealand family in need.
Mrs Turia says anyone would be able to use services delivered through Maori providers.
But she says the issue of funding would have to be considered, if other ethnic groups were to adopt the whanau ora model.
ACT and United Future say they would support the concept, as long as it's not exclusive to one group.
