Mr Ryan most recently held the position of Deputy Director-General for the Ministry for Primary Industries, and is a director on numerous boards including the Royal New Zealand Ballet.

Former Auditor General Martin Matthews resigned in August last year after details emerged of a fraud committed under his watch when he led the Transport Ministry.

Labour's Chris Hipkins recommended Mr Ryan for the role.

The politicians who appointed Mr Matthews refused to release the findings of the $27,000 report they commissioned, to determine whether he was fit to remain in the job.
