Prime Minister John Key says the Government's plan for replacing the contentious Foreshore and Seabed Act balances the rights of all New Zealanders.
The Government will release a discussion document on Thursday on the foreshore and seabed, with the public being given one month to respond.
Mr Key says the Government's preferred approach is moderate, and contains bottom lines about public access.
He says if the issue can be resolved, New Zealand will be stronger.
Mr Key says the Maori Party understands the Government's position, but everyone needs to accept that no-one gets 100% of what they want.
The repeal of the current law is a key part of the deal struck between National and the Maori Party.
A review of the Foreshore and Seabed Act last year recommended that it should be repealed and that customary title should represent property rights.
The repeal has been agreed but the legislation to replace it is still under consideration.
Mr Key says the Government's preference is to introduce new legislation to Parliament by August this year.
