Justice Minister Simon Power says politicians should be kept at arm's length from any decisions about the design of New Zealand's electoral system if the public indicates it wants a change.
A referendum on whether New Zealand should retain MMP will be held at the time of next year's election.
If the majority does prefer MMP, the Electoral Commission will look at whether any modifications are needed.
Addressing a conference at Parliament, Mr Power said politicians should not be too closely involved in the design of any changes so that claims of self-interest can be avoided.
