The new Electoral Commission is operational with its first test set to be the Mana by-election.
The commission combines the functions of the Chief Electoral Office and the previous Electoral Commission.
Justice Minister Simon Power says it will be a one-stop shop for all Parliamentary electoral matters, including services to voters, candidates, political parties and Parliament.
He says he's pleased the new commission is in place in time for the Mana by-election and well ahead of next year's general election and a referendum on the electoral system.
The Government is planning to introduce further legislation in November to transfer the functions of the Chief Registrar of Electors to the Electoral Commission in 2012.
