Speaker denies conscience vote on animal welfare

Green Party MP Sue Kedgley is upset Parliament's Speaker will not allow a conscience vote on her Animal Welfare Amendment Bill.

Ms Kedgley says Lockwood Smith has agreed to allow a conscience vote on Maori Party MP Te Ururoa Flavell's Gambling Bill.

She says she agrees with that, but the issue of animal welfare is also a matter of conscience.

Ms Kedgley says Dr Smith has refused a conscience vote on her bill on the grounds it is an economic matter.

But she says animal welfare is an ethical and moral issue.
