The Government says a discussion paper on how to better protect children from abuse will include whether there should be mandatory reporting and a tracking system for those at risk.
Social Development Minister Paula Bennett says a green paper will be written involving the health, education and social sectors.
She hopes the paper will kick off a national conversation about how children are nurtured and protected.
Ms Bennett says it will cover the needs of those aged 0 to 18 and will have a special focus on children under five.
It will cover a number of issues, including whether there should be mandatory reporting of child abuse and whether a system needs to be setup to track those at risk.
