National MP Craig Foss is to become a minister outside Cabinet.
Mr Foss, who chairs the Finance and Expenditure Select Committee, will take over the duties of John Carter, who is leaving Parliament to be the next High Commissioner to the Cook Islands.
Mr Foss will take over the portfolios of Civil Defence, Racing and Senior Citizens.
He will also be the Associate Minister of Local Government and Associate Minister of Commerce.
