Social Development Minister Tariana Turia says Women's Refuge is making untrue claims about cuts to its funding.
Chief executive, Heather Henare, says the collective had a cut to its baseline funding in the last Budget.
She says, as a last resort, it is considering introducing a waiting list.
But Mrs Turia says there have no funding cuts and 22 refuges got extra money from the new family violence fund.
She says the national group did not get any extra money because it went to the front line where it's most needed.
