Updated at 9:47 pm on 18 August 2011

Legislation making changes to the tertiary sector has been passed by Parliament on Thursday evening.

It gives the Tertiary Education Minister the power to issue directions to ensure that students are adequately consulted on fee increases.

The legislation also sets up a new Crown agency to promote New Zealand to foreign students, Education New Zealand.

It also updates the legislative framework for the New Zealand Qualifications Authority and gives the authority greater powers to manage Private Training Establishments.
