ACT Party leader Don Brash launched his party's education policy with an attack on poor grammar, bad teachers and the NCEA.
The policy, launched on Sunday, calls for the same level of government funding for all schools and the removal of school zones.
The party also wants to abolish zoning and expand popular schools, allowing unpopular schools to fade or be taken over by more successful ones.
Dr Brash says those policies would give parents more choice.
ACT also wants to do away with centralised bargaining for teacher pay, and let boards of trustees negotiate directly with staff and offer performance pay.
The teacher unions have already reacted to the policy.
The New Zealand Educational Institute (NZEI) says it is outdated and the Post Primary Teachers' Association (PPTA) has called for cross-party consensus on education.
